The absence of Chief Justice Alfonse Owiny Dollo from the public eye has caused panic and raised questions among judicial staff, as well as the relatives and friends of the esteemed judge. Reports suggest that he was rushed abroad for medical treatment based on a recommendation from his doctors at Kadic Hospital.
While the exact location where Chief Justice Dollo is receiving treatment remains unconfirmed, insiders close to the family have alleged that he is either seeking medical care in the United States of America or South Africa. However, when approached for comment, Sheilah Wamboga, the senior communications officer of the judiciary, declined to confirm the reports, stating that she was unaware of the matter and needed to consult with higher authorities within the judiciary.
Efforts to reach His Worship Karemani, the judiciary spokesperson, were unsuccessful as our calls went unanswered. It was later revealed that he was attending the requiem mass for the late Supreme Court Justice Stella Arach Amoko, who passed away at Nakasero Hospital. Even attempts to contact Chief Justice Dollo directly proved futile, as all known phone numbers associated with him were unavailable.
It has been nearly a month since Chief Justice Dollo withdrew from public engagements. Notably, he was absent from significant events such as the State of the Nation Address at Kololo Airstrip and the Heroes Day celebrations in Luwero district, where Prime Minister Robinah Nabbanja presided. In his absence, Principal Judge Flavian Zeija represented the judiciary.
Justice Dollo had recently written the lead judgment in the appeal filed by businessman Hamis Kiggundu in his legal battle against Diamond Trust Bank (DTB), which he ultimately lost. The judgment was read by Justice Night Percy Tuhaise.
Sources within the judiciary have disclosed that Chief Justice Dollo experienced the loss of a close friend with the passing of Justice Amoko. Previously, he had also mourned the loss of Justice Apio Aweri, further adding to what insiders describe as potential frustration and sadness for the Chief Justice.
In related developments, Milly Babirye Babalanda, the Minister for Presidency, has shared that President Museveni has directed a State funeral for Justice Amoko. The complete burial program will be communicated in due course.
