Deputy Speaker Expresses Concerns Over Absentee Ministers in Parliament

During a plenary sitting on April 5th, 2023, the Deputy Speaker, Thomas Tayebwa, expressed disappointment over the frequent absence of ministers from such sessions. Tayebwa suggested that this matter of absentee members should be addressed with the appointing authority and that the House could refer it to the Committee on Rules, Privileges and Discipline.

He instructed the Government Chief Whip, Hon. Hamson Obua, to take responsibility for whipping the ministers into attendance and to name and shame those who do not attend.

Tayebwa demanded that Obua draft a duty roster for ministers required to attend plenary sessions and summon absentee ministers to Parliament to ensure accountability.

Hon. Maurice Kibalya, a member of Parliament, suggested that the Chief Whip devote 30 minutes ahead of sittings to whip ministers into attendance.
