The Anti-Homosexuality Bill, 2023 has been passed by Parliament with amendments to five clauses, following proposals by President Yoweri Museveni. Speaker Anita Among praised the commitment of legislators to protecting Uganda’s values and culture and urged them to remain steadfast despite intimidation.
The President’s concerns about the bill were reviewed by the Committee on Legal and Parliamentary Affairs, which recommended amending clauses 2 and 3 for further clarity.
The State Minister for Sports urged MPs not to be intimidated by the Western World and Hon. Nsaba Buturo called for the government to tackle corruption. The committee also recommended the merging of two sub-clauses under Clause 9 of the Bill and the amendment of Clause 14 to restrict the duty to report acts of homosexuality to children and other vulnerable persons.
The House rejected a proposal to delete the clauses cited by the President and subsequently reject the entire Bill. The Leader of the Opposition called on legislators to read and understand the Bill to protect Uganda’s culture and children.
