La’Bella Bar and Restaurant in crossfires over property disputes

La’Bella Bar and Restaurant, one of Kampala’s oldest bars, has closed down after an ownership dispute over the property.

The establishment opened in the 1960s, located at Plot No 1, Dewinton Road in Kampala, which was among hundreds of properties and businesses formerly owned by Asians, placed under the control of the Asian’s Property Custodian Board (DAPCB) after President Amin expelled Asians from Uganda.

On March 6, the proprietors, including Sara Khatete and Omuzaana Sophie Nakajubi, accused Kassam Properties of violently evicting them from the premises, even though there was a pending court case between them.

Musclemen backed by local council officials and police officers closed the bar. Kassam Properties denied the allegations, and property manager Aggrey Muhwezi insisted their actions were legal and appropriate under the provisions of the Landlord Tenants Act, 2022.

The Attorney General, Kiryowa Kiwanuka, opposed the recommendations of the Committee on Statutory Authorities and State Enterprises (Cosase) report for the Departed Asians Property Custodian Board to initiate the process for cancellation of repossession certificates, saying they were not legally tenable and would expose the government to unnecessary litigation.
