In a move aimed at resolving nearly a year of internal conflicts, Labour Minister Betty Amongi has appointed Patrick M Ayota as the Managing Director of Uganda’s National Social Security Fund (NSSF). This decision comes after a period of turmoil within the organization, and Ayota’s appointment is set to take effect from August 18, 2023, for a five-year term.
Ayota has demonstrated his capability during the past eight months as the acting Managing Director, where he successfully steered the Fund through challenging times, ensuring stability. His experience includes holding the positions of Deputy Managing Director since December 2017 and Chief Financial Officer since July 2011.
This appointment follows the removal of the previous Managing Director, Richard Byarugaba, who contested his ousting and took legal action against perceived bias in the process. Byarugaba’s contract had originally been scheduled to conclude on November 30, 2022, but his removal was met with legal resistance.
Betty Amongi had declined to renew Byarugaba’s contract several times in 2023, referencing concerns raised by the Inspectorate of Government (IGG) about his tenure. The decision was supported by the NSSF board, which believes that Ayota is well-suited to guide the organization during this pivotal time, especially given legislative changes that require the expansion of social security coverage to all Ugandans.
Chairman of the NSSF board, in confirming Ayota’s appointment, expressed confidence that the organization is currently stable and on track to meet its strategic objectives for the year 2025. The appointment of Ayota signifies a significant step toward restoring stability and direction to Uganda’s National Social Security Fund.
