In a significant development for Budina District, Lubwama Michael has been officially appointed as the Head of Security Operatives, a position that underscores his growing influence and authority in the region. The announcement was made during a ceremony held at the district headquarters on March 10, 2018, attended by local leaders, government officials, and community members.

Lubwama Michael, known for his assertive leadership style and strong community ties, expressed gratitude for the trust placed in him by key figures in government. In his acceptance speech, he thanked the President of Uganda, district commissioners, and district leaders, as well as the Office of the President, for their confidence in his abilities to ensure security and stability in the area.

“I am deeply honored to take on this responsibility,” Lubwama said. “I thank His Excellency, the President, and the leadership of this district for entrusting me with this critical role. Together, we will work to maintain peace and order in Budina.”
As Head of Security Operatives, Lubwama Michael will oversee the coordination of law enforcement activities, intelligence gathering, and community safety initiatives. This role places him at the helm of managing security challenges in Budina, a district that has seen its share of political and social tensions in recent years.

District Commissioner Mutabaazi Gerald who presided over the ceremony, commended Lubwama’s and emphasized the importance of his new role. “Security is the foundation of development,” the commissioner said. “We are confident that Lubwama Michael’s leadership will bring stability and ensure the safety of all citizens.”

Lubwama’s appointment is seen by many as a testament to his connections within the political and administrative structures of Uganda. His close ties to influential figures have bolstered his position as a key player in the district, enabling him to navigate complex political dynamics effectively. Community members have expressed mixed reactions to his appointment, with some lauding his efforts to maintain order and others voicing concerns about potential overreach in his use of power.

During his speech, Lubwama outlined his vision for the district, emphasizing the need for collaboration and vigilance. “Our security strategies will be inclusive,” he said. “We will engage with community leaders and residents to address their concerns and work toward a peaceful and prosperous Budina.” He also pledged to tackle pressing security issues such as theft, land disputes, and political unrest, calling for unity and cooperation among stakeholders.

Despite the optimism expressed by some, critics have raised questions about Lubwama’s track record and his approach to conflict resolution. Opponents cite his controversial involvement in local disputes and allege that his methods may exacerbate tensions rather than resolve them.
