Nixon Agasirwe Remanded Over Senior Prosecutor Murder

Nixon Agasirwe remanded to Luzira Prison as courts formally charge him with the murder of Senior State Prosecutor Joan Kagezi. The former Police Special Operations Unit commandant appeared at Nakawa Chief Magistrate’s Court on June 16, 2025. However, the court did not take his plea because it lacks jurisdiction over capital offences like murder.

The Chief Magistrate, Esther Nyadoi, emphasized the court’s limited role, stating, “This court has no jurisdiction to entertain your matter. You are only here to have the charge read to you.” Agasirwe appeared without a lawyer and asked the court not to proceed without his counsel, who had only short notice. Yet, the magistrate insisted his right to legal representation remained intact, as his lawyer could review the case record later.

State Attorney Richard Birivumbuka informed the court that investigations continue and requested more time. Consequently, the court remanded Agasirwe to Luzira Upper Prison until July 8, when the case will return for mention. This extended detention allows the Directorate of Public Prosecutions to finalize investigations before transferring the case to the High Court.

Prosecutors allege that Nixon Agasirwe remanded and others, who remain at large, unlawfully caused Kagezi’s death on March 30, 2015, in Kiwatule, Nakawa Division, Kampala. Authorities arrested Agasirwe last month after a joint security operation. Key witness Daniel Kisekka, a UPDF deserter, testified earlier at the International Crimes Division. Kisekka claimed a man named “Nixon” coordinated the assassination using a government vehicle.

Kisekka, who serves a 35-year sentence after pleading guilty to the murder, revealed that “Nixon” paid for the hit because Kagezi disrupted criminal proceedings linked to suspects from the Muslim community.

On the evening of March 30, 2015, assailants on a boda boda motorcycle followed Kagezi and shot her while she drove home. Her murder shocked Uganda’s justice system since she prosecuted suspects involved in the July 2010 Kampala bombings.

This is not Agasirwe’s first time in Luzira Prison. In October 2017, authorities charged him before the General Court Martial alongside former Inspector General of Police Gen Kale Kayihura. They accused him of unlawful grenade possession and the controversial repatriation of Rwandan asylum seekers.
