On Thursday, Kabale district security officials led by Darius Nandiinda, Kabale Resident District Commissioner held a press conference and vowed to fully implement the directives.
The Public Procurement & Disposal of Public Assets Authority (PPDA) and officials from the districts of Kigezi on Friday conducted the appeals tribunal workshop, despite President Yoweri Museveni’s ban on gatherings over Coronavirus.
On Thursday, Kabale district security officials led by Darius Nandiinda, Kabale Resident District Commissioner held a press conference and vowed to fully implement the directives.
Nandiinda also announced the cancellation of the PPDA Appeals Tribunal.
However, on Friday, PPDA officials and authorities who included, Nandiinda, Peter Rwakifari Rubondo, Rubanda Resident District Commissioner, Captain Peter Mugisha, Kisoro Resident District Commissioner, Prikeria Muhindo Mwiine, Rukiga Resident District commissioner, Hajji Shafique  Ssekandi, Kanungu Resident District Commissioner, political and technical officials from the districts of Kigezi attended the tribunal.
The meeting which was attracted by more than 50 participants started at around 9:30 am and ended at 2:00 pm.
A Uganda Peoples Defense Forces Soldier denied journalists access to the meeting.  An official from PPDA who declined to reveal his names also ordered journalists out of the venue arguing that they did not want the public to know that the meeting happened.

Patrick Besigye Keihwa, Kabale LCV Chairperson says that they agreed as leaders to cancel the meeting. Keihwa, however, wonders how Nandiinda could secretly make a U-Turn and connive with PPDA officials.

When contacted on phone, Nandiinda says that he okayed and attended the workshop because the Presidential directive on gatherings is supposed to take effect from 12pm on Friday.
