UPDF Cattle Eviction Drive Begins to Regulate Herders in Northern Uganda


The UPDF cattle eviction drive will officially begin on June 25, 2025. This 65-day nationwide initiative aims to remove unregulated Balaalo herders from Northern Uganda. While addressing journalists in Gulu, UPDF 4th Infantry Division Commander Maj Gen Felix Busizoori called for public cooperation and calm.

“This is not about evicting people,” he stated. “We are relocating cattle that should not be grazing here. No livestock will cross Karuma Bridge without a veterinary permit.”

UPDF Cattle Eviction Drive to Enforce Executive Order

Operation Harmony, the name of this effort, originates from Presidential Executive Order No. 3 of 2025. Its primary goal is to restore community grazing lands and address rising conflicts. To ensure success, the drive will follow three structured stages:

  • Mobilisation and Sensitisation – Local leaders will raise awareness and prepare herders.
  • Voluntary Relocation – Herders will receive encouragement to move peacefully.
  • Enforced Eviction – Security forces will step in if necessary.

Importantly, officials will coordinate the operation from a centralized data centre in Gulu. This approach will improve transparency and efficiency throughout the region.

Collaboration Across Key Government Agencies

The UPDF cattle eviction drive is not an isolated military operation. It involves several key agencies, including the Uganda Police Force, Ministry of Agriculture, and National Forestry Authority. Local governments and cultural leaders will also participate actively.

To maintain order, officials have formed land verification committees. These groups will validate rental agreements and resolve disputes. Legal officers and magistrates will accompany teams to deliver fair rulings. If livestock is abandoned or unclaimed, authorities will lawfully auction it.

Operation Will Remain Apolitical and Professional

Maj Gen Busizoori firmly stated that politicians must avoid field participation. This decision, according to him, helps eliminate bias and maintain neutrality.

“Our officers must act with professionalism and discipline,” he emphasized. “Those who attempt sabotage or incite resistance will face arrest.”

As a result, the UPDF will monitor and respond to any illegal interference swiftly and decisively.

District Leaders Rally Behind the Operation

Amuru Resident District Commissioner Osborne Ocen urged citizens to cooperate. In his view, political unity would help ensure proper procedures are followed. Representing the Inspector General of Police, Commissioner Acaye confirmed that law enforcement remains committed to maintaining peace throughout the campaign.

Eviction Drive Targets 150 to 500 Cattle Per Parish

UPDF officers will implement the operation one parish at a time. This localised strategy is designed to protect community resources and avoid unnecessary disruption. Authorities estimate they will relocate between 150 and 500 cattle per parish before the end of August.

Because unregulated grazing has stressed water points and pastureland, this measured action offers a path to resolution. The operation intends not only to enforce the law but also to restore community trust.
