Arrested Russians Nationals Transferred to Kampala

Komakech said they have since charged the suspects with three counts of disobedience of lawful, using a government number plate on a private vehicle and violating quarantine guidelines.

Two Russians and a Uganda national who were arrested in Kitgum Municipality over the weekend for violating Covid19 travel restrictions have been transferred to the Criminal Investigations Directorate in Kampala. 

Gribov Vladislav, Kozhevin Viacheslav and their Ugandan driver, Joseph Aburek, were transported from Kitgum to Kampala on Monday evening. The suspects who had checked in at Bomah Hotel Ltd were picked by police on Sunday afternoon while driving in a grey Prado TX Vehicle registration number UG 2023C that is purportedly attached to State House.   

Kitgum Resident District Commissioner, William Komakech told Uganda Radio Network in an interview on Monday that the verification conducted by security within and outside the district shows the vehicle had a private registration number UAU 258Z and wasn’t part of the state house fleet.

Komakech said the suspects had traveled to Orom Sub County on a purported exploration mission to a new graphite site and were already en-route to Kampala when they intercepted them. He says that some pieces of black stones were also recovered from the suspect’s vehicle.  

Komakech said they have since charged the suspects with three counts of disobedience of lawful, using a government number plate on a private vehicle and violating quarantine guidelines.

Komakech said a State House whose identity hasn’t been disclosed and believed to have handed over the government number plate to the suspects has been apprehended. A security official who didn’t want to be named so as to speak freely told Uganda Radio Network that information in the passport of the Russians shows that they entered Uganda on February 23rd, 2020 through Entebbe International Airport.

He notes that one of the suspects, Gribov is the Director VLAVIC Way enterprise LTD and has been residing in SASA Guest house in Entebbe Municipality in Wakiso District while his partner was residing in Kampala. The suspects were taken through medical examination twice on Monday to monitor their body temperature before being driven off to Kampala.
