President Yoweri Museveni has promised to restore night ferry services to the Ssese Islands, aiming to address the long-standing issue of limited ferry operations. This pledge is expected to significantly enhance mobility, boost trade, and improve overall connectivity between Kalangala District and the mainland. Museveni made this commitment during a campaign rally at Kibanga Primary School playground in Kalangala, where he addressed thousands of supporters.
Ferries to Improve Trade and Connectivity
Museveni acknowledged the current limitations of the ferry services, which operate only during the day, and pledged to extend operations into the night. “On the issue of ferries, I am told they are few, operate for only a few hours, and do not run at night. I do not know why this is the case, but we are going to look into the matter,” the President stated.
He recalled the historical significance of night travel on Lake Victoria, highlighting that such services had once been essential for trade and regional connectivity. The President’s commitment to restoring these services is expected to reduce transport costs and stimulate economic activity on the islands.
Security and Infrastructure in Ssese Islands
Museveni also addressed security issues on the Ssese Islands, noting that the area has enjoyed relative peace for over 40 years, thanks to the work of the NRM. However, he acknowledged ongoing concerns about theft and crime in the region. “This area has not seen war in 40 years, which is a result of the work of the NRM. However, there are issues of theft that we must address seriously,” he said.
On infrastructure, the President recognized the need to upgrade the Bugoma-Kalangala road but blamed weak advocacy by local leaders for the delay in its improvement. “I do not even know your MPs. They have not demanded these roads. I appeal to you to vote for leaders who will work for your needs,” Museveni urged.
Palm Oil and Wealth Creation in Kalangala
Museveni praised the residents of Kalangala for embracing palm oil cultivation, calling it a transformative economic activity. “When we introduced palm oil, you embraced it and now you are benefiting. Your lives are changing for the better,” he said. He encouraged residents to further diversify their income sources, including cattle keeping and poultry farming.
The President also addressed fishing practices, warning against overharvesting and the capture of immature fish. He indicated that the government would review the issue of cage fishing to ensure that it remains sustainable for the future.
Education, Water, and Healthcare Progress
Kalangala has made notable strides in education, with 23 government primary schools and four secondary schools across its seven sub-counties. Museveni stressed the importance of ensuring that each sub-county has at least one government secondary school. “We hope to have a government secondary school in every parish,” he said.
In terms of water access, Museveni reported that 79 out of 97 villages in Kalangala now have access to safe water, reflecting an impressive coverage rate of 81%. Ongoing projects include the construction and rehabilitation of piped water systems in Dajje, Kisujju, and Buziga.
Youth Empowerment and Economic Growth
Museveni called on the youth of Kalangala to participate in wealth creation activities, emphasizing that poverty will only persist if residents do not actively improve their livelihoods. “Poverty will welcome you if you do not improve your livelihoods. Do not despair when you see the rich; instead, learn how to benefit from available opportunities,” he said.
The President urged the youth to take part in commercial agriculture, livestock, and small businesses as viable paths to economic independence. His government will continue to support such initiatives, particularly through the Parish Development Model and other youth-focused programs.

Kalangala’s Progress and Government Support
Kalangala District has made significant progress in various sectors, including security, education, health, water, and energy. The government’s efforts, especially through the Parish Development Model and Emyooga program, have empowered over 5,000 households in the district. The presence of security forces has contributed to a safer environment, boosting confidence among residents.
Kalangala is set to continue its growth with the extension of electricity to the remaining sub-counties, alongside ongoing improvements in healthcare and infrastructure. Local leaders, such as NRM Chairperson Gerald Kayita, credited the government for transforming the island economy, especially through initiatives like palm oil farming.
